The Rose Institute of State and Local Government compiles the Cost of Doing Business Survey every two years.

The Cost of Doing Business Survey measures the cost of doing business in over 200 cities on various factors, including but not limited to taxation, municipal investment in infrastructure, regulatory burden, residential affordability, and logistical costs.

Joseph led the 2024 update of the Cost of Doing Business Survey, incorporating educational attainment and municipal bond ratings, among other factors, as additional considerations for the cost of doing business within a metropolitan area.

In addition, Joseph pioneered a digital transformation effort to transition the legacy data of the Cost of Doing Business Survey from static CSV files to a cloud-based data visualization model with a downloadable database that allows for greater ease of use for municipal governments and other researchers.
